Use Case Guide

Transportation Industry Roll Call Guide

It outlines a setup where the robot handles roll call guidance and presenting check items—even during early mornings and late nights—allowing operation managers to focus on decision-making.

Common Challenges

Roll calls are concentrated in early mornings and late nights, significantly affecting the working hours of operation managers. Although check items are fixed, reading them aloud and handing over records each time requires manual labor.

About Automated Roll Call and MLIT-Certified Equipment

When conducting transport business roll calls without the presence of a roll call administrator, the equipment must be certified to meet requirements established by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). The certification is obtained by roll call system providers. NUWA Robotics Japan is responsible for manufacturing and supplying the communication robot Kebbi, which serves as the terminal for these systems.

As of 2023, the following 3 post-operation automated roll call systems using Kebbi as a robot terminal have announced MLIT certification (information as of each company's announcement date).

In all cases, responsibility for certification and roll-call records lies with each system provider and transport operator. Please check the latest information from the Ministry of Land, Infrastructure, Transport and Tourism and respective companies regarding certification validity, scope, and application procedures. We accept consultations regarding robot specifications, operations across multiple branch offices, and dialogue design tailored to existing roll-call workflows.

What You Can Delegate to Kebbi

Implementation Steps

  1. Document current roll-call procedures and divide tasks between what the robot handles and what humans perform.
  2. Register check items and the order in which they are read aloud.
  3. Confirm the model and connection method of peripheral devices to be integrated, such as alcohol detectors.
  4. Conduct a trial run at 1 branch office to identify hard-to-hear words and procedural bottlenecks.

Scope of Responsibility

The operation manager conducts roll calls and makes pass/fail decisions. The robot handles guidance, presentation, and data transfer with peripheral devices; it does not replace statutory judgments or record-keeping obligations.

Frequently Asked Questions

Do roll-call robots require certification from the Ministry of Land, Infrastructure, Transport and Tourism?

When conducting automated post-shift roll calls without an in-person roll-call supervisor, the device must be an automated roll-call system certified by the Ministry of Land, Infrastructure, Transport and Tourism. The certification is held by the business providing the roll-call system, and Kebbi is used as a terminal for that system. When considering implementation, please also verify the certification status of the system provider.

Are there MLIT-certified automated roll-call devices that use Kebbi?

As of 2023, 3 have been publicly announced: "e-Roll Call Self Type Robo Kebbi" (automated post-shift roll-call equipment under Roll Call Notification No. 266), "Roll Call+ Robot Version Kebbi" (post-shift automated roll-call device certification JG23-005), and "SAN Roll Call". Please refer to each company's announcement and our news releases for provider names and details.

Can it be integrated with alcohol detectors?

It is configured on the premise of integration with peripheral devices used during roll calls. Please let us know the model of the device you are using. We will guide you after confirming the connection method.

Can it be deployed across multiple branch offices?

It supports operations across multiple locations. You can check robot status and settings all at once from the Robot Management System (RMS). The most stable approach is to first establish operations at 1 branch office before expanding.

Can it replace the operation manager?

It cannot replace them. Conducting roll calls and making determinations are performed by the operation manager. The robot is only responsible for guidance, presenting check items, and data transfer with peripheral devices.
